Mo Kudia Housing Scheme or Biju Pucca Ghar Yojana, a dream project of Orissa state government started for rural people with the aim of providing pucca or pakka to genuinely poor and needy rural people who need immediate shelter for a dignified existence.

Besides, Mo Kudia (Biju Pucca Ghar Yojana) also benefiting people who are disaster affected and live the state. These residents can come back to their original state and get the benefits under Mo Kudia Housing Scheme.
Panchayat Raj Department is working as a nodal agency for implementing the scheme across the state.
Who Can Apply for Mo Kudia Scheme
The candidate belonging to any of these category can register for the scheme to get pucca/pakka house. These are the following categories,
- Poor women in distress,
- Physically challenged (over 40%),
- Mentally challenged,
- Victims of domestic violence,
- Destitute widows,
- Women headed households,
- Adult orphans of government registered institutions and
- Victims of leprosy and AIDS
Benefits Under Pucca/Pakka Ghar Yojana
- Pakka/Pucca Ghar/sheltar will be provided to rural poor and needy people
- Genuinely poor and needy rural, who need immediate shelter for a dignified existence, would be provided a dwelling unit.
- Benefits will also be provided to those BPL category households (HHs), who are deprived of getting the IAY (Indira Aawas Yojana) houses due to non-inclusion of names in BPL list as prepared by the Govt. of India.
- Financial assistance of Rs. 10,000 will also be provided to the beneficiary of Mo Kudia under “fully collapsed” category for flood damage.
- The tribal households whose houses are “fully collapsed” due to elephant menace can be considered.
- Affordable shelter for the masses or creation of productive and responsive housing for all will be done
Mo Kudia Housing Scheme Eligibility Criteria | Condition | Preference
- Only permanent resident of Odisha are eligible to apply for the scheme.
- Applicant should also belong to BPL family.
- Poor women in distress, victims of domestic violence, physically challenged (over 40%), mentally challenged, destitute widows, women-headed HHs (Households), adult orphans of government registered institutions and victims of leprosy and AIDS all are eligible.
- The categories may considered on scheme priority are as follow: Poor victims of ethnic and naxal violence, Poor victims of fire or flood, Tribal HHs whose houses have “fully collapsed” due to elephant menace Primitive Tribe Groups (PTGs), Parents of Children Living with HIV and AIDS (CLHIV) who are under Anti Retroviral Therapy (ART) treatment.

- Aadhar Card.
- Any Identity proof such as Voter ID, PAN Card etc
Permanent Residence Proof such as Domicile Certificate or certificate from residence authority.
- BPL Ration Card (If available)
Candidates who are victim of leprosy and AIDS should have Medical proof
Disability Certificate.
